As the war with The Shadows begins to heat up, a select group of individuals, headed up by Sheridan and Delenn, form a war council to track The Shadows' activity and recruit help from the older races. Ambassador Molari begins to regret his clandestine alliance with The Shadows, even though it has allowed him to subjugate Ambassador G'Kar's Narn brothers and sisters.
