The last time Henry and Emmy Tibbett visited Tampica, it was a sleepy little island, and unpolished jewel bathed in warm Caribbean waves. Their next visit finds Tampica ominously changed, for with political independence has come the drug smugglers, and the Tibbetts agree to help an old friend rid the Tampicans of the Mafia-corrupted local officials.
